"Just wanted to chime in here. I recently finished reading the Bluffside setting book and am very impressed. Not only is the setting ripe with potential for most any groups interests (although it's biased in favor of groups that don't kill everything on sight), the seeds are all already there. One of the reasons I like using published settings is because it saves me a lot of work on backstory and worldbuilding. This setting takes it to the next level by introducing multitudes (maybe 100s, not sure, didn't count) of deep and interesting NPCs with solid connections to the world, other NPCs, and their hooks, creating an elaborate web of content. Your characters might find an NPC interesting and get involved in their hooks, which will almost inevitably lead to interaction, investigation or even open conflict with other NPCs, organizations and the like. It's the kind of setting you could start a campaign in as a homebase and then never even leave because there's that much to do and see."
